Most Tanzania itineraries are built in two halves. The north carries the Serengeti, the Ngorongoro Crater and Kilimanjaro, reached through Arusha; Zanzibar closes the trip with reef and a UNESCO-listed old town, a short hop from Dar es Salaam. The two connect by domestic flight in about an hour, which is why the safari-then-beach pairing became the standard route.
