Montenegro is small enough to base yourself once and see most of it. The Bay of Kotor holds the Venetian towns and the best of the swimming, Lovćen and Durmitor hold the height, and Skadar Lake sits between the two. Distances are short on the map and slower in practice, because the road bends around the water.
